Vegas odds better than car insurance, Kell tells council
Long Beach Councilman Ernie Kell urged Signal Hill to back a nationwide no fault auto insurance system. He argued premiums would fall about 10 percent and that current auto coverage returns only 44 cents per dollar in benefits. Kell compared no fault health policies, noting lower payout delays and fewer court costs, and cited city budget impacts from minor auto claims. Mayor Neff asked to place the item on the next agenda when council is fully available.

Cerritos weighs revised solar energy ordinance
Cerritos city council will consider a revised solar energy ordinance today at City Hall 19400 Pioneer. The council previously opposed the measure on Aug 3 and asked the Department of Environmental Affairs to tighten location and requirement definitions. Under the draft, residents appear before the Planning Commission which can grant permits and balance aesthetics, nearby property impact, and system costs. Councilman Frank Lee warned screening may deter installations and may double costs.
