California schools face funding woes and safety concerns
California Superintendent Wilson Riles warned that sending children to schools lacking earthquake protection borders on criminal. He told 1,000 educators at the AFTE convention that 9,000 California teachers may seek work elsewhere as districts cut programs, raise class sizes, and face tax hesitance. He urged equitable property taxes and opposed direct subsidies while noting Catholic schools may close, transferring 6,000 students to public schools.

U S Steel Pays 15000 Penalty Over Delta Pollution
U S Steel Corp paid the California State a 15000 penalty for alleged pollution of waters in the Sacramento San Joaquin Delta near Pittsburg. The payment covered 15 days at 1000 per day, negotiated by the firm and the attorney general's office for the state and regional water boards. The penalty max under Porter Cologne Act is 8000 a day, but the board said the violations did not seriously affect water quality and justified the larger sum.
