Rhodesia settlement talks involve Vance Owen Botha

Secretary of State Cyrus Vance met with British foreign secretary David Owen and South Africa’s R F Pik Botha in London to discuss an Anglo American plan for Rhodesia. The talks, attended by about 240 demonstrators, aim to end the four year guerrilla war and shift power from Rhodesia’s white minority to its black majority under a new constitutional framework. Tanzania’s Julius Nyerere may be invited to weigh in but will not attend the planned luncheon. No details of the plan are disclosed.

Young vows to raise hell over rights in Caribbean tour

Ambassador Andrew Young told Caribbean audiences that defending human rights matters more than national sovereignty. He urged not trading with or aiding regimes that abuse rights, saying Americans reject blood money and prefer diplomacy built on people’s voices. He spoke after meeting Trinidad and Tobago Prime Minister Eric Williams before a Caracas stop on a 12 day, 10 nation tour.
