Proposition 15 tax appeal boards to be organized
The Committee for Proposition 15 and the Board of Supervisors will hold an organizational meeting next Thursday at 2 pm in the Hall of Administration Los Angeles County Counsel Harold W Kennedy said invitations have been sent to committee members appointed by the supervisors. If approved in November five three man boards would replace the Board of Supervisors in hearing petitions for equalization. County Assessor John R Quinn, retiring this December after six terms, opposes the boards accusing the supervisors of delegating authority to unqualified people. The Harbor Department Water and Power and the Airport set their own salaries, while other city salaries come from the City Council. Harbor salaries rely on a joint survey used for county city and school district pay. Carrabino harbor commissioner warned of primitive city practices and the pay divide between military sponsored and non military firms. Port pilot applicants may need an unlimited master license as the Port of Los Angeles weighs hiring pilots, with at least one vacancy existing.
