Sex liberalization bill sent to Assembly floor
SACRAMENTO A bill to repeal California’s 19th century sex laws and legalize private homosexual conduct was sent to the Assembly floor after a 4-2 party line vote. Assemblyman Willie Brown said the measure targets rarely enforced laws on private acts between consenting adults, while law enforcement groups warned it could hinder prosecutions for solicitation and public exposure. Brown claimed broad endorsements from civic groups and women’s organizations, framing the bill as protecting private conduct between adults over 18.
