Defense Reorganization Plan Becomes Law
President Eisenhower signed the reorganization plan creating tighter command over the U S armed forces and giving a single director of defense research and engineering under joint chiefs. The law preserves individual service secretaries powers, allows direct Congressional access, and was labeled by Eisenhower as legalized insubordination.
