Welfare reform accord seals compromise on welfare costs
Reagan and Moretti reached a final concept agreement after months of talks on welfare reform and a tax package. The plan keeps the $314 minimum need standard while increasing grants to $280 and adds automatic state cost protections and new fraud controls. The compromise, still needing legislative approval, aims to save tens of millions for state and counties and reduce federal outlays while addressing rigid eligibility and grant levels.
