Pueblo Seizure Blamed on Bucher by Ex executive officer

New York report cites Lt Edward R Murphy Jr retired Navy officer accusing Cmdr Lloyd M Bucher of mis leadership and erratic command during the 1968 Pueblo seizure. Murphy promotes a harsh portrait in his book Second in Command detailing coercion and inconsistent orders amid captivity.

Pane formed to educate the disadvantaged in five-year plan

The National Council of Educating the Disadvantaged was organized and unveiled a $45 million five year leader training program. It aims to train 20 000 more educators through cooperative university programs and in service instruction for teachers serving needy youths. Dr John E Caldwell of Houston and Dr Delyle Morris of Southern Illinois University were elected chairman and executive director respectively.
