Fulbright presses Senate to reclaim foreign policy role

Senator J W Fulbright introduced a resolution to curb executive foreign commitments without legislative approval. The move drew praise from varied foreign policy voices and aims to spur September hearings on reviving Senate influence, citing past unilateral pledges by Johnson aides and officials in Vietnam policy. Fellow senators, including Aiken and Mansfield, backed the measure, while some support for the war also surfaced. The proposal asserts national commitments arise only from treaty or enacted instruments and does not target any one administration. Aiken urged re‑examining Asia policy as the U S carries heavy Vietnam forces and risks diverting resources from domestic needs. In related remarks, Aiken warned about militarizing Asia that hampers internal governance and national challenges.
