Critics of President Eisenhower’s defense reorganization pressed the point that improved efficiency is needed more than new laws. Gen Maxwell D. Taylor testified he has not received orders altering unified command chains, though Eisenhower announced the change on April 3. About 400 Moslem troops of the French army deserted and joined the rebels. The deserter leader was Selhad Mohammet, once a rebel who had switched sides.
