Safe Driver Insurance Plan Faces Equity Questions

SECOND THOUGHTS on California's pioneer Safe Driver Insurance plan reveal inequities and deficiencies. The plan offered 20 percent premium savings for drivers with no accidents or moving violations in three years while penalizing others with higher rates. Critics point to penalties for minor or innocent incidents, loopholes for non participating firms, and heavy paperwork. If not fixed, the system could burden courts and taxpayers and threaten the state insurance market.
