Civil Service Hearing Set for Higgins on May 1

The City Civil Service Board set a 9 am hearing on May 1 for the appeal of James R. Higgins, former police officer discharged in March 1960 after arrest as a robbery suspect. Higgins, 30, was found guilty Tuesday of misdemeanor assault by Superior Judge Maurice Sporting, who fined $250. The case involved an alleged robbery of Garden Grove restaurant owner Paul E. Jenner.
