Mass murder suspect Kemper linked to new Berkeley death
Emil Kemper 111, a mass murder suspect, claimed responsibility for another death as he traveled from Colorado to California under guard. Berkeley police said Santa Cruz authorities reported he mentioned Aika Koo, a 15 year old missing since Sept. 14, but details were unclear. Kemper, 6 foot 9, 260 pounds, was en route to Santa Cruz where he had been arrested in Pueblo, Colorado, for telephoning authorities about eight killings. He waived extradition to California and told officials he feared another killing spree.

In Sacramento a board meeting shifted rules to permit animals on certain beaches. After Evelyn Tallman of Arroyo Grande urged leash rules with a three-foot stuffed dog, the board removed life guard designated swimming beaches from the ban and gave local governments wide control over beach regulation while excluding horse trails.
