U S borrows Soviet design tricks for new fighter plan
Deputy Defense Secretary Packard described a plan to fund three or four independent design teams to fly first and ask questions later. The idea, inspired by Soviet methods, aims to create the best plane on its own terms with about 100 million dollars annually. Dassault and Mirage prototypes cited as comparison. The Air Force currently budgets almost 1 million for F15 development under a traditional fly before you buy contract with McDonnell Douglas.

Laird warns on new Soviet missile buildup
Defense Secretary Melvin R. Laird told a New York luncheon the Soviet Union is pursuing a new large ICBM construction program with added momentum in strategic defense. He warned U.S. offsetting actions may be needed and noted recent intelligence showing the buildup since February. He cited earlier signals of slowing missile deployments but said evidence now confirms renewed ICBM work and a narrowing gap in submarine missiles.
