Defense Secretary Melvin Laird testified before the House that China could develop continental missiles as early as 1973 but may not pose a serious nuclear threat until the 1960s. He warned that if Beijing gains ICBMs in three years, the Safeguard system would be inadequate, creating a gap for potential nuclear blackmail until full protection is in place. He cited the first Safeguard site to be operational in 1974.
