Parochial school tax credit plan urged by presidential panel
The President's Panel of Nonpublic Education recommends tax credits for parents paying parochial school tuition and direct tuition grants to welfare families using nonpublic schools. Nixon, who favors aid to nonpublic schools, is to consider the plan as a basis for policy. The panel warns direct aid is unconstitutional but aid to families may pass muster, citing a crisis of rising costs and falling enrollments in nonpublic schools, especially Roman Catholic ones.
