Sacramento aimed at overhauling California’s troubled juvenile court system with options for youths: employable truants could quit school, runaways may stay seven days in a runaway home for counseling, and restitution could be paid by work or money. The bill creates Community Youth Boards, shifts docket control to district attorneys for serious cases, and allows longer-term Youth Authority commitment in homicide cases.
