California Supreme Court rules unborn child eligible for aid

The California Supreme Court ruled that an unborn child is eligible for AFDC welfare aid. It struck down a 1972 regulation deducting the fetus's presumed needs from a pregnant woman's grant, saying aid must be computed like for any other recipient and that federal and state law do not permit such deductions. The decision orders the regulation rescinded and cites 1949 state inclusion of unborn children under AFDC.
