The American Psychological Association argued that the government uses returned POWs to manipulate public opinion for political and public relations aims. Dr. Herbert Kelman warned in the APA Monitor that POWs are cast as heroes in a staged drama to justify policy, evoke patriotism, and create a victory illusion.
Governor Reagan signed the POW MIA Family Relief Act of 1973 and the POW Homecoming Act of 1973 creating state income and inheritance tax benefits for former prisoners of war and families of service members missing in action. The bill delays marriage license vaccination rules for counties lacking testing facilities.
Capt. Tran Thanh Long testified in Washington that during a forced POW march from South to North Vietnam about 70 percent of 101 South Vietnamese and allied prisoners died from disease weakness and starvation. He said many weaker captives were shot or submerged in rivers along Route 9 in Laos.
TRAVIS AFB Calhoun County former POWs spoke at a press conference describing captors as animals. Lt Col Robert Stirman, an F105 pilot from San Mateo held 51/2 years, said officials ignored pleas for better treatment. He recounted nightmares easing after the peace treaty and cited inner strength from faith and hope. Lt Col L H Bernasconi, Napa, confined 100 days, said he observed torture facilities including isolation rooms and hooks used to suspend prisoners.
