IRS charges wide fraud in tax preparation schemes
Internal Revenue Commissioner Johnnie M. Walters told a Senate subcommittee that widespread fraud, not mere errors, tainted income tax returns filed by commercial preparers. He cited 97 percent fraud in Southeast region returns, 53 arrests, 49 indictments, 11 convictions, and 254 investigations. Walters warned of prosecutions against both preparers and cooperating taxpayers and urged amended returns for those who used such services.

Panov sought character references on March 21 to back exit papers, but the director refused, citing lack of Israeli relatives.
