U S Leads in Atomic Weaponry Says Soviet ICBMs Rise

London based Institute for Strategic Studies estimates by mid year the Soviet Union will deploy more intercontinental ballistic missiles than the United States while American superiority remains in other delivery systems. Talks may begin this summer as trends shift but not alter the overall strategic balance. The report notes Soviet tests of multiple reentry systems and missiles, with Galosh defenses lagging amid costs and debate. It views 1968 as a turning point ending a 20 year era of U.S. strategic primacy and cites rising public unease over military costs.
