U.S. funds costly new Viet pacification plan
Washington and Saigon launch the most ambitious, costly pacification program in South Vietnam. The 1971 community defense and development plan, backed by Defense and CIA funding, aims to neutralize Viet Cong influence, expand People’s Self-Defense and a civilian intelligence network, and push land reform and welfare to 261,000 veterans and thousands of dependents while aligning with Vietnamization. Critics warn the plan’s cost and realism remain in doubt.
