Hew Plans TV for Tots Program
The U S Department of Health Education and Welfare launches a 2 million dollar two year effort to educate 3 to 5 year olds via 130 hours of television from the Children’s Television Workshop in New York City. The program features puppet shows readings cartoons and one minute commercials teaching the alphabet. A separate Public Broadcasting study seeks to measure public radio and TV’s role in expanding adult educational opportunities. The jumble of public funding debates follows a Brinkley broadcast criticizing New York City budget cuts amid a broader washington city clash over scarce funds.

Brinkley on federal funds for kids TV shows
The speaker argues that while the federal government should fund essential functions like the military, it ought not to spend vast sums on populist programs such as advertising to build an audience for television. He doubts federal aid is the best path to shaping young viewers.
