Space Signals Prompt Scientist on Alien Civilizations
UM A government Space scientist Kenneth Kellermann warned that mysterious pulsars detected last summer could be galactic navigation beacons used by an advanced civilization. He noted another possibility of interplanetary communications among four inhabited planets, or signals to Earth, while stressing uninhabited starlike objects remain more likely sources. The remarks came during the American Astronomical Society meeting at the University of Virginia after British and American teams confirmed new pulsar signals.

Supervisors Back 1 Per Cent Ceiling on Property Taxes
County supervisors unanimously support a proposed one per cent cap on property taxes. Governor Reagan faults the current revenue system and a letter from Reagan inflames debate. Assessor Watson leads an initiative to qualify the measure for November ballots with $250,000 fundraising. The plan would phase out school and welfare costs, cap property tax funding, and exclude bonds and long term interest.
