Long Beach Harbor Pollution Fight Yields Gains
In a decade long battle, Capt W H Putman and law enforcement tackle oil waste in Long Beach and Los Angeles harbors. Oil brine discharged daily drops from a million to about 100000 barrels, with hopes to reach zero as enforcement and public pressure curbs pollution. The effort, aided by press coverage, faces ongoing challenges such as sewage from Terminal Island and factory discharges.
