New Paper Plates Postmaster General Orders for Combined Letter Paper and Stamp
The Postmaster General issued orders for a new three cent postage stamped letter paper that folds into its own envelope. The paper will be half the size of old sheets, lighter weight, and designed for convenient use with folded envelopes. Envelopes are debated but the new system aims to speed mail and reduce reliance on separate stamps. In Chicago, April 17, troops from Minnesota numbered 75 passed through, Maj Pemberton commanding. The depot crowd numbered at least 10 000 and more troops from Fort Ridgley, Maj Morris, and Sherman's battery were expected. The governor issued a volunteers call, and several companies have already offered service.
