Gov. G W Hays receives petitions from across Arkansas asking commutation for Arthur Tillman sentenced to hang at Paris on July 18. Women’s societies and church groups drive the effort, arguing doubtful evidence supports the conviction. The governor may yield if petitions continue to circulate.
Little Rock July 19 A decision in the St Louis Southwestern railroad franchise tax is expected in the Supreme Court of the United States on Monday morning. The ruling will determine the entire franchise tax system of the state as most railroads and large corporations have paid this tax while the Cotton Belt railroad has not for three years. Hal L Norwood as Attorney General led the suit and the Supreme Court of Kansas sustained the act, with Arkansans anticipating the U S high court will uphold the measure.
Little Rock June 19 The case of Jesse Whitley of Prairie County has reached the Supreme Court on appeal after a second degree murder conviction for the shooting of a young man named Munn in Des Are last December. The killing arose from rivalry over a Des Are woman.
Little Rock expects a large turnout on June 24 as mayors and leading citizens from across Arkansas gather to discuss a bond issue amendment to the state constitution. Mayor Charles E. Taylor leads the push, arguing the plan lowers costs for municipal improvements and could enable a municipal water plant if the amendment passes.
Secretary FR Young of the State Board of Health will speak at the Rural Life Conference in Fayetteville on June 24. He plans further addresses at Monticello on June 29 and Crossett on June 30. Dr. Young intends to devote his time to promoting Board of Health interests and general health and sanitary conditions. Dr. Dudley A. Sargent of Harvard endorses the “hesitation” and “one-step” as reducing craving for intoxicants and aiding health for all ages.
At the adjourned meeting the board created the vice presidency. W N Gladson, dean of the college of engineering, was chosen vice president. Miss Jobelle Holcombe was elected English instructor. Julia Vaulx named librarian. Lee Warner named matron of the boys dormitory. W C Lasseter became head of agronomy. R M Gow made permanent head of veterinary science. A sub committee will inspect Pine Bluff Branch Normal. All members present except Banks and Pace.
National report shows over 44 million Red Cross Christmas Seals sold in December, netting about $440,000 for anti tuberculosis work. 1913 sales rose 4.9 million from 1912, with a goal of 50 million. New seal design chosen, 100 million seals ordered for 1914. New York led with 10.5 million sold, Hawaii per capita lead, Rhode Island second.
Henry Rector, former assistant attorney general of Arkansas and partner at Carmichael Brooks Powers Rector in Little Rock, will relieve Hugh Simpson as deputy United States district attorney for this district on July 1. Simpson resigned to return to private practice at Paragould. Rector will not retire from his private law practice.

The tent and seats for the upcoming Chautauqua in Prescott were brought to the city park this morning. Programs run all week with daily music and activities. Tickets are selling, with committees active and a child enrollment for field events planned Monday morning at 9 o'clock.
Joe M. Slayton of Newport, a committee member appointed by the Democratic State Convention to draft a new primary law, asked Secretary Hodges to obtain copies of primary laws in force in other states. He has written to Secretaries of State and received several replies to digest and adopt their best features for Arkansas.
Local attention centers on the Twelfth Circuit comprising Sebastian and Sc ott counties with Paul Little the Democratic nominee for circuit judge. Independent candidate H Smith, editor of the Mansfield Messenger, challenges him in the race.
Little Rock June 1. Gov Hays pardons Herbert Feather son of Logan county who was convicted last January of manslaughter and sentenced to one year in the penitentiary. The pardon was asked by hundreds of citizens the trial judge Jeptha H Evans and J J Rogers the special prosecutor.
