Arbitration as a possibility between United States and Mexico
Washington reports that arbitration between the United States and Mexico via an international commission is being seriously considered by Administration officials. If proposed, the plan would be submitted to General Carranza as the U S answer to his latest note. The 1848 treaty allows such an arbitration process if not incompatible with the nature of the disputes.

Market Declines Slightly in New York Cotton
New York cotton prices fell from the prior day’s advance as October contracts dropped to 12.81 cents, about 9 points below the peak and 14 to 16 points under last night’s close. Opened steady with a 2 to 4 point decline and eased through morning trading due to New Orleans selling, Liverpool’s limited response, and hedge selling in the South. By late trading the market weakened but closed steady as liquidation persisted.
