The president leads informal talks with American commissioners and international observers to map out a league of nations framework. He tracks reports from U S agencies and investigators while considering changing travel plans and potential December talks in England or Paris. Paris dispatches said American peace delegates with British support would urge sinking the surrendered German warships. Senate moved to seek official facts.
