General Carranza has not ratified the protocol from the American Mexican commission. Senor Pani, who delivered the message, said delay does not mean rejection and both sides expect approval soon. Carranza seeks government attitude on border problems and authorized a declaration to frame it.
Little Rock December 19. The Department of Education says the Columbia county school contest will be held at Magnolia on March 3. The event will be larger and better than ever before.
Little Rock reports that Arkansas has entered a new era of road building. State highway commissioner W. G. Owen notes a strong education campaign, new laws, and planned extensions. Preliminary work covers 2,232.783 miles with 2,109.02 miles slated for construction at an estimated cost of 8.651 million dollars.

New York December 18. Early trading in cotton futures showed a brief rise before renewed Wall Street and Western liquidation. The market closed barely steady with a net decline. January contracts rose earlier but slipped back, May around 49 points lower from the morning high amid reports of spinners buying and profit-taking.
The books of the State Auditor show there is now outstanding a total of 83,380.18 dollars in unpaid warrants of the state.
State Normal School Board meets in Conway to review the budget for the coming year to submit to the Legislature.
