In Chicago on December 14 Col Richard H Southgate received a tip from a waiter 21 years earlier. Max L Teich and Carl C Roessler bought Col Southgates interest in the Congress hotel and annex for more than 1 million dollars. They began as waiters in Chicago and built a hotel empire including Kaiserhof and the Congress. The two now own about 4 million dollars worth of property and control a major share of the Congress complex.
