The commission is in session most of the week reviewing amendments to the Highway Act. The goal is to clarify and simplify the law, especially its organization of improvement districts. Commissioners Kilgore and Walls of Lonoke are tasked with drafting changes for approval before the Legislature.
A mass meeting to protest the resignation of Dr J L Greene as head of the State Hospital for infectious diseases was postponed from Sunday to Thursday night. It will be at the Baptist church on Eighth Scott streets with Rabbi Louis Witt presiding and speakers including Mrs T T Fotham Rev Hay Watson Smith and W Hemingway. T P Murrey will retire from the State Penitentiary Commission March 1 next. He is a receptive candidate for re appointment. Other applicants include Dr M F Dickinson Highway Commission secretary Sheriff F F Kitchens of Helena W A Fike ex sheriff of Independence county Judge H L B Shers of Fulton and Hardy Anderson of El Paso White county. Appointment is by the governor subject to legislative ratification.
In Little Rock on December 5 reports say the Masonic Grand Lodge adopted a rule deeming it un-Masonic for a Mason to sign a petition for a saloon license or to rent property for saloon use. Lodges’ members named on local saloon petitions were summoned and admonished. The piece also notes a magazine excerpt about conversations with women.
State Auditor Coffman ruled that all certificates of authority for insurance agents are subject to the U S revenue tax. About 21 000 licenses issued annually, mainly on March 1, cost 2 each plus a 10 cent war tax. Companies paying for licenses should include 10 cents per certificate.
Governor Hays and the Arkansas Commission push a statewide dollar contribution plan to fund an Arkansas Exhibit at the San Francisco Exposition. A committee led by W. A. Beeson Robert O. Schaefer and A. L. Marlin coordinates appeals through December 20. Each $1 donor receives an aluminum souvenir bearing the state seal and building image.
The extraction of gasoline from natural gas from oil wells has become a key adjunct of the natural gas industry in the United States. Production rose sharply in 1913, nearly doubling 1912 due to more plants and higher gasoline prices. Uses include boosting naphtha standards, lighting, and general motor fuel with rising demand for automotive use.

W T Maxwell in charge of the Blue Sky Department conducts annual inspections of Arkansas Building and Loan Associations. He has completed Little Rock Hot Springs Batesville and is now in Jonesboro. About forty associations exist in the state with twelve located in Little Rock.
