Taft Signs Payne Tariff Bill After Fierce Conference Fight
Washington August 5 Congress passed the Payne tariff revision bill and President Taft signed it minutes later. The conference report cut hides but kept free hides in dispute, reshaped leather and lumber rates, and imposed a 1 percent corporate tax. Taft faced pressure from up and down revisions but secured final terms in a historic tariff battle.
