Atlanta July 31 the Georgia Senate passed a disfranchisement measure modeled on Alabama. To vote a man must own or pay tax on $400 of property or show literacy or be descendant of a war veteran or demonstrate understanding of duty to state and nation. Adoption by the House expected.
