Washington reports outline a twofold plan: guerrilla threats within the United States and a large scale invasion to secure bases for air power. Experts say frontline fighting would resemble WWII with modern arms, while civilians face disruption and a lower standard of living.
A powerful no theaster battered the New England coast from Eastport Maine to Rhode Island. Winds up to 78 mph felled lines and trees causing at least eight deaths in highway crashes. Heavy rain and high surf affected Massachusetts Rhode Island Maine New Hampshire and Connecticut as the storm moved slowly eastward centered about 1000 miles south of Nantucket.
Portsmouth Community Chest leaders announce a $16 000 shortfall with returns at about $12 000 today and an additional week extension. Campaign manager Mrs C Waldo Pickett cites weak local economy but praises volunteers while James B Smith of Wentworth Hotel is set to speak at tonight's gathering with refreshments from seven agencies.

Winds reach 35 knots, expected to continue.
Washington reports invitees for a Western alliance talks to draft a North Atlantic military pact include United States Canada Britain France Belgium the Netherlands Luxembourg with potential Italy Iceland Norway and Denmark. The talks may precede formal invitations and a conference city is not yet chosen.
A 41 year old Portsmouth man, Harry F. Catlin of 57 Thornton Street, is being sought by police in eight states after leaving his home last Friday night to watch a boxing bout on TV. Mrs. Catlin says he has been despondent and an unsigned note postmarked Portsmouth Saturday morning explains nothing. Catlin is described as 5 feet 8 inches, 150 pounds, grey brown hair, blue eyes. He wore a brown reversible rain coat, brown gabardine pants, brown shoes and a white shirt.

In Paris on Oct 25 AP reports Russia vetoed a small power compromise on the Berlin crisis. Andrei Vishinsky warned he would veto if brought to a vote, denouncing the six nation plan as unfair and insisting currency talks precede further negotiations while the blockade remains. Western powers rejected a Russian counterproposal linking blockade lifting to currency reform.
Brig. Gen. Charles F. Bowen announced plans to expand the New Hampshire National Guard to about 425,000 or more, with equipment valued around 30 million dollars arriving. About 3,000 troops will attend summer camp next year, and units in Manchester, Peterborough, and other towns will be federally recognized or activated, including anti-tank, cannon, and anti-aircraft components.
