Louisville March 23 The Ohio River crest surges toward the Mississippi signaling floods in western Kentucky Illinois and Missouri as residents in stricken communities face continued heavy rain and rising waters. At least 12 deaths are recorded and evacuees hope to return in a week or two if rainfall stops. Relief agencies report thousands homeless sheltered fed and protected against disease as waters recede upstream at Cincinnati and Louisville while Owensboro stays rising.

Mrs. Nora R. Blethroade 45 of 35 Government Street Kittery was shot to death in her home this morning. Her assailant Joel Thacker 33 a Marine guard at the Naval prison shot himself later dying at York hospital. Thacker, home in Atlanta Ga, attacked Blethroade in the upstairs room after entering the house with a revolver striking her son William Blethroade 21 and shooting Blethroade on the stairs. He then fired at himself near the front door. Daughters and other relatives were in the house as the drama unfolded. An investigation by York county officials followed.
Leigh Bunnell of Manchester was elected grand vice warden at the annual meeting of the New Hampshire Grand Lodge of the New England Order of Protection held yesterday in Manchester. The new grand warden is Nathaniel C. Brent of Manchester.
Miss Frances Perkins testified before a Congressional committee as Secretary of Labor to back President Roosevelt's civilian conservation corps plan. The March appearance highlighted federal efforts to create employment and conserve natural resources during the economic recovery period.
