The Boston Clearing House orders a one tenth of one percent fee on checks drawn on certain banks in New England when cashed at nonholding banks. New Hampshire banks have not yet joined. Some banks may trial a week of routing all checks through the clearing house, sending them back to the original banks. If the returning bank pays the expense, customers avoid the charge.
