Washington forecast shows 32 degrees with rain tonight and likely rain into Wednesday morning. In New Hampshire expect continued wet conditions with a mix of rain and possibly snow showers as the day progresses.
News dispatches report renewed civil disobedience plans by the Indian National Congress as Gandhi sails home on the USS Poseidon. Subhas Chandra Bose advocates using influence to press Gandhi and leaders to restart noncooperation after peace efforts exhaust. The Bombay Congress seeks opinion support for resuming civil disobedience before Gandhi’s return.
President Hoover approved three measures including a $20,000,000 appropriation to replenish the veterans bureau and sustain payments on bonus certificates. Administrator Hines had warned of a $23,000,000 monthly drain and the bureau faced shortfalls. The third measure funds the Department of Labor with $220,000 to expand employment programs.
Mrs. Ed ward Ramsdel, 25, died hours after an explosion in a four story Wellesley apartment house. Her husband, a Harvard University theology student, was seriously hurt. Neighbors said gas seepage odor led to the blast. The Ramsdells, former Ann Arbor residents, had taught at a Michigan school.

The Portsmouth Unemployment Committee reports payrolls and urges immediate funds to sustain the two week Christmas effort. Seventy seven men were employed last week with more expected in the first days of the current week. They stress the need to provide 150 or 160 workers weekly if possible and vow to back the effort with payments now to aid those in need during the holiday season.
Testimony to Congress cited 3,000,000,000 jobs found by Federal employment workers. The third measure extended 90 days for the civil service commission to submit a final report. A preliminary report has arrived but fuller findings were sought. Hines cites a $290,000,000 option for the Veterans Bureau, tied to a total loan appropriation of 1,852,000,000 under the 50 percent bonus valuation.
In New York the securities market showed a quiet but steady upward drift with the holiday mood. Slight selling occurred but was absorbed, and several major stocks edged up one to two points including American Telephone, U and Steel, American Can, Sears Roebuck, Woolworth, Dupont, and Southern Pacific among others.

Her father Clare J Penfield, Columbus, with a Philadelphia detective, identified her as Miss Penfield at the Mary Lyon School in Swarthmore. The hotel physician confirmed the identification.
