Concord details show State Highway Commissioner John O Morton proposed increasing the five cent per gallon gasoline tax to finance a record road building program. The plan aims to generate about 10 million dollars annually and 29.2 million in new revenue over five years to secure federal matching funds. Morton outlined two financing options including a two cent tax increase with higher registration fees or a nine cent tax hike with smaller fee changes, plus bond funding to cover remaining shortfalls.
