DeWitt Mackenzie analyzes Hitler's Balkan dilemma as Bulgaria teeters toward the Allies and a broader war front. He warns that losing the Balkans could force a massive German retreat, risking a final showdown as Soviet and Allied advances tighten the noose.
The Daily Herald reports a strong London that President might visit before American troops leave. It says American circles expect Gen George C Marshall to set up headquarters as commander in chief of the invasion in the next few weeks.
London reports that the House of Commons will sit an extra day during the next series of sittings. A debate on the war situation and foreign affairs is planned, and Prime Minister Winston Churchill was expected to be chosen to report on the Cairo Teheran conferences.
Local observers reported a statewide blackout test in Portsmouth largely successful with several offenders warned for leaving lights on. The test ran from 9 20 to 10 20 am with multiple color signals and an all clear at 10 30, while the Navy yard did not participate.

USO announces a kindergarten to operate at the YWCA during Sunday programs. Mrs Marjorie W Herrin of New Franklin school will supervise with teachers and high school girls as playground supervisors. Children ages three to ten may be left at 2 15 to 4 15 on forum days for stories games paper work and movies. Dr Wing-tsu Chan of Dartmouth College will speak this Sunday as the next forum.
William Cleary of 1 Islington Street is presented with a national Acorn Award by District Chairman Dr. Ory Conery for organizing and promoting new Boy Scout troops and cub packs. The Southeastern District meets to approve committee chairs and reappoint Cleary as chairman of organization extension, with several others named to lead committees.
London bulletin reports the Red army has captured Znamyeooka, according to Moscow radio. No further details provided.

In Italy, Fifth Army cleared the upper Garigliano river area and captured Rocca d'Huandro, opening routes toward Rome while pushing Germans from Mignano. In the Adriatic theater, Canadians of the British Eighth Army moved on an eight mile front near Pescara. Russian reports claim heavy Soviet gains around the Dnieper bend and a halting of a German push near Kiev, with substantial losses for Nazi forces. Atlantic battle losses favor the Allies as merchant ship losses drop in November.
William F Brennan of Hingham Massachusetts faced a speeding charge in Portsmouth Municipal Court the claim was dismissed because he acted in the line of duty under military orders to drive a loaded ammunition truck to Portland Maine Lieutenant Lintott USN argued the police lacked jurisdiction and that Brennan was under navy command only subject to his commanding officer whom the latter relieved him of driving duties Navy officials noted military jurisdiction cannot be surrendered without secretary of the navy approval City Solicitor Samuel Levy argued military orders empower civil authorities to act in limited cases Continued on Page Two.
Peter Floros, proprietor of a Portsmouth fruit and variety store, was found guilty in Concord federal court on eight counts of selling articles above price ceilings. He was fined $20 per count, received a six month suspended sentence on one count, and was placed on probation for one year.
Mildrae Hayes Perkins of Collins street Seabrook was treated at Ports mouth Naval hospital after being struck by a bus at the yard shortly after 2 pm Wednesday. She sustained multiple bruises and is about 21 years old.
Four Star Sergeant James E. Housh of Tampa Florida reports in Field Alabama on December 10 that soldiers and officers watched as he drove by in an army staff car. He discovered at the first stop a tag bearing two numbers and a red background showing the shield of a four star general had been placed on the car by mistake.
Washington AP President Roosevelt approved a Father Draft bill removing McNutt from Selective Service authority and placing it under Major General Hershey. Officials say the impact is uncertain but projections cited 1,000,000 pre Pearl Harbor fathers perhaps to be drafted by June 30, 1944. The White House did not disclose where the action took place.
The Italian Swiss border will be completely closed by the German high command next Monday. The forecast comes from a Hungarian domestic radio broadcast recorded by U.S. government monitors.
Roosevelt travels to Valletta Malta by C 54 troop transport to view bomb damaged base. He presents an illuminated scroll praising Maltese defenders and pledges U S support with Britain and Allies after the war. Eisenhower and others accompany him as guards and bands greet the visiting president.
At Camp Langdon 102 civilian employees were awarded Army service ribbons for six months continuous service with the Harbor Defenses of Portsmouth. Col Raymond Watt presided, thanking each recipient for loyalty and effort in making the harbor defenses a success.
Defense Chairman Gerald D. Foss announced arrangements to shift overnight reporting duties to the Portsmouth Police Department. Beginning tomorrow the center will be unmanned from 8 pm to 8 am on all Sundays and holidays, with calls redirected to the police station.
