Havana reports government orders American owned Cuban Electric Co to cut rates by about 34 percent and imposes a moratorium on overdue bills. The decree threatens fines up to 200 million for wage cuts or layoffs. Government plans to nationalize if the firm abandons its plant and aims for 50 percent Cuban employment rising to 80 percent.
President Roosevelt announced a twofold proclamation certifying repeal, ending Prohibition and urging Americans to aid law and order. He urged purchases only from licensed dealers, to curb bootlegging and ensure federal taxes support government. He emphasized national temperance education and warned against resuming the old saloon system.
