The federal CD program will funnel nearly five million dollars into Portsmouth, guided by local input through Citizens Advisory Committee hearings and City Council decisions. British Vulcan bomber crashes near Glenview Air Station
A British delta-wing Vulcan turbo-jet crashed after takeoff from Glenview Naval Air Station in Northbrook, exploding in a large fireball. There were no survivors. Police and Red Cross report the crash occurred in a garbage dump in the Chicago suburb, with crew size unknown. The four-engine jet was slated for a Chicago air show this weekend.

Van Houten receives concurrent life terms in Tate LaBianca killings
Los Angeles AP reports Leslie Van Houten, once a teenager in Charles Manson's circle, was sentenced to three concurrent life prison terms for killing a grocer and his wife and for conspiracy in the Tate and LaBianca murders. The third trial concluded nine years after the 1969 killings. She was convicted of conspiracy despite not being present at the Tate killings.

Loring AFB funding boosted to sustain operations
U S Senate Appropriations subcommittee approved 4.8 million extra to keep Loring Air Force Base fully operational through September 30 1979. Senator William D Hathaway requested the funds to avert phasedown plans by the Air Force which seeks at least an 80 percent reduction.
