Highest temperature 69, lowest 58.5, mean 64, max wind 106 SE, 24 hour precipitation 0.
Agricultural department weather bureau reports for July 20 at 8 p m local meridian. Readings include Boston 65 clear SE winds. New York 74 clear. Philadelphia 66 clear. Albany 60 clear. Buffalo 60SW clear. Chicago 60 BE clear. St Paul 76 SE clear. Jacksonville 85 SK clear.
Preparations at the army building are underway to send companies K and L of the 16th Infantry from Governors Island to the Chinese coast for service in China. Equipment will be complete and soldiers fitted out. Governor's Island officials deny dispatch decisions and note no change in the number of regiments bound for China.

Chief Hazen of the secret service and Hoboken police raided Rutherford late today, arresting Richard P. Genzer after a big counterfeiting haul. Detectives found 7000 dollars in tens and twenties, four lithographing stones, and dies for $20 and $10 notes, plus inks and tools. A man and a young woman, Olate Genzer aged 18, and Paul Jansen were taken to Hoboken station. Hazen's men planned further inquiries.
On board the United States transport McPherson, arriving at Quarantine from San Juan and Santiago, were Gol. Georges B. Davis, U.S. A. and 80 schoolchildren, both American and native, who will spend their vacation in the United States.
Washington learns United States Minister Conger has sent a cipher despatch from Pekin stating he is alive two days after the foreign residents face danger. Secretary Hay and cabinet officers rush to activate relief efforts and urge international cooperation as Chinese authorities confront the Boxer uprising and siege of the British legation.
Washington July 20 The Chinese minister received a cipher dispatch from United States Minister Conger via the Yung Li Yamen and Shanghai Vaal. Secretary Hay began translating the message after Wu handed it over. The note dated the 16th requests quick relief to avert massacre as Chinese troops shell and fire upon legations in Pekin.
A telegram dated July 20 was received by Minister Wu at 8:90 this morning. It reports that the Tsung Li Yamen confirmed a prior telegram from July 7 and notes Conger’s reply, deemed genuine. Cabinet ministers convene as Conger’s dispatch translated. The White House then received the cablegram.
