At Portales Municipal School Board meeting 55 Steiner Elementary first graders joined a first year reading recovery program teaching problem solving and targeted reading techniques. After 13 to 20 weeks 58 percent reached first grade reading level with 30 minutes daily one on one instruction. The district declined Head Start preschool funding. care remains $14 daily per child while the program costs $25 daily for mothers teaching in district.
