District Court halted Entex bid for about 25 percent gas rate increase after the city forced Entex to file its own rate application. Judge Joe Kelly approved an agreed order delaying any increase for six to nine months while Entex builds a new plan. The city withdrew its suit pending Entex’s new filing, and urged Entex to initiate an independent rate request rather than use Houston Natural Gas’s prior docket.
