Gov Richard Lamm said deregulation benefits consumers long term, while Gov Thomas Salmon noted unequal interstate pricing and projected modest residential price increases. The policy also calls for Arctic gas pipelines, uniform pricing, and an excess profit tax when deregulation starts.
