Bailar says cuts are needed to curb a daily nearly seven million dollar loss and to align the budget with reality. The dispute follows stalled rate hikes and ongoing lawsuits challenging the 13 cent first class stamp plan.

New rules take effect Friday governing outdoor burning by farmers, landowners, and officials. Dr John Sweeten of Texas A&M notes burns are allowed only when no practical alternative exists, with wind direction away from urban areas and speeds 6 to 23 mph. Burns must stay 300 feet from built up areas and run 9 am to 5 pm as practical. Salt marsh grass burning along the Texas Gulf Coast requires prior notice to the regional Air Control Board. The regulations also cover municipal solid waste burning and city population limits.
