Scenic route bill eyed for national highway program

Funding for scenic routes may come through a Senate bill introduced by Jennings Randolph to create a national scenic and recreational highway program. The measure would authorize 50 million dollars yearly for two years for federally owned land routes and 150 million dollars yearly for two years in state grants. It envisions 70 percent federal funds with states handling qualification decisions. The bill awaits committee action and is not due to reach Congress until after the Democratic Convention.
