Hearing Over Dismissed Manager Groomer By Water District

A routine four hour hearing held by Cameron County Fresh Water Supply District No 1 on April 2 examined the firing of former General Manager Gilbert Groomer. Groomer, dismissed in December 1977 for insubordination, was not questioned. Attorneys debated contract interpretation and who could fire or issue orders. The board is expected to uphold the prior termination and not reinstate Groomer, a decision tied to a December 16 incident over tower cleaning and a dispute that led to a threatened fight. The hearing is a prerequisite before any potential lawsuit.
