The Association of Trial Lawyers of America warns that reducing lighting to save energy can expose owners of commercial and residential properties to liability for injuries and crimes. Public areas must be well lit to prevent hazards and deter muggers. A penny saved on lighting could trigger costly legal battles.
Consumers Union sues in Washington DC federal court to ban credit card contracts that bar cash discounts. The suit claims merchants absorb a 2 to 8 percent service charge when honoring cards and should be allowed to offer cash discounts to buyers, potentially reviving cash as a payment option.
Congressmen address the disparity between farm use value and fair market value for land near cities. Proposals seek to let executors elect farm value for estate taxation to prevent forced farm liquidation and preserve family farms amid rising urban land values.
